I received email saying my Crawlera account is suspended but I haven't used any request during the billing cycle

As the title describes, on July 21 I paid for the next month's proxied requests, but got an email saying that my account is suspended because I've reached my plan's monthly limit. However it says "0 clean" on my dashboard. I checked my code and the my spider always gets 403. Could anybody help explain why it happened? Any advice is appreciated.
